yeah pretty sure what they were doing was following the rules its just annoying as hell to kill someone whos just sitting up there not moving

 

Then wait it out and force the CT's to move. If they aren't moving, they aren't enforcing. There are a ton of things you can do to work around situations like these.

As Casual said, CTs are allowed to camp as long as they are helping their team and not delaying.
