There's no definite answer to how many people can be killed in crossfire and is mostly up to the admins, but in the rules it state  "...if a Guard is clearly going out of his way to "crossfire" then he can be punished." In this situation with all the T's at the bottom of the main cell stairs and all of them together, I would have asked him to slay or slayed him. Simply for the fact that he had no clear shot and only panic sprayed into the crowd based on where he thought the shots from. @Rob.Laid it out pretty well. In the situation you provided that is freekill. Along with the definition provided in the FAQ, here is the answer to your question from a different thread: 

If it is clear the Guard sacrifices multiple Prisoners for the sake of one, it will typically be deemed Freekill. However, most of the time "Crossfire" is an accident, so no need to get riled up about it.
