1. What is the appropriate action when a CT free-kill one or multiple T's then leave the game for temporary amount time(1hr or even a day) finally come back. I dealt with multiple "lawless" CT's that does this when they feel bored and i feel bad that i wasn't able to enforce and handle the situation accord.

 

In short: what to do with a rule-breaker that leaves to avoid punishment.

2. what to do when a CT refuses to switch when they're blatantly stacking ratio unfairly against the fellow t's even after pleading to switch.(this includes when they were the 1st CT to die but dont switch given  the mutual agreement from over stacking CT's)

For both questions, call an admin using !calladmin

If a CT is freekilling, you can record them and submit a player complaint which a CA+ will then take a look at it.
