Just a question is the guard tower ladder/platform kos to be on? Just making sure I don't wanna be freekilling people if it isn't kos.

No, a KOS Zone is only one of the following:

  - Armory

  - Vents

Those Guard towers don't fit any of those criteria, so no they're not KOS. As @spook said Guards can obviously restrict any location they want. Anytime you have a question always make sure to refer to the Rules and FAQ as an answer might already be there.
