When I play CSS, every time I launch the game the speaker settings are set to 7.1 Stereo, instead of Headphones while I have headphones plugged in. If I make any change, like adjust sound, crosshair etc. it changes back to 7.1 Stereo after I have put it to Headphones. If I alt-tab it will go back to 7.1 Stereo. Why does it detect my sound device wrong? Instead of headphones it thinks I'm using speakers

Probably because you have your sound card or on board audio set to 7.1. To be honest I think the headphone setting makes it sound worse even if you do have headphones on. Stick with 7.1 unless you find that there is an improvement with headphones setting.
