Usually when you are implementing a rule, it falls under two categories: It is a rule that gives the game itself structure, and allows it to progress. Ex. Cell doors must be open by 4:00. Alternatively, it is a rule to "bandage" behavior that inhibits the game flow. This would be the case with a no spam marker rule. The difference between the two is the former is easy for players to want to follow, as it moves the gameplay. Typically only complete trolls would choose to break these, and therefore makes policing much simpler.
