If it is punishable, then there should be a rule. It doesn't seem like a very obvious exploit, in so much that people are doing it and not expecting any punishment.
 

This doesn't matter as much with the decision that this is not an exploit, but in general taking an action against a player that is unknowingly breaking a niche rule (anything not listed in-game, or in the rules and faq thread) seems bad.

This is essentially our answer. We determined that switching your deagle in gun toss is just cheating LR and not an exploit. If you cheat LR you can be killed by a Guard but cannot be slayed/punished by an admin. This should hopefully not be an issue with the new LR plugin. Sorry about the confusion.
