By the sounds of it, you literally just didn't switch it correctly causing the place where you are attempting to open it from to not be a verified location. Well, if you're already doing what Ghost said then fair enough, the other way would be to simply move it correctly (by using the video I sent or the link that Jake sent).

You should try this for any cs problem ever just incase it fixes it, though I just assumed you'd already done it.

Most cs go players experience that message at one point during their time in this game. There are many different fixes if you google it, however they're very situational, some work for some people, others work for others. The people I know that had it simply tried everything they found, with different things working for each. Seeing you changed the drive of your csgo files etc, this is the one I'd recommend for you: 1) Completely exit the steam client. 2) Press windows + r or manually open 'run'. 3) Type 'steam://flushconfig' without the quotation marks and hit enter. 4) Restart your computer. 5) Launch steam directly from the folder it is installed in. This may very well not work, however this was the specific one for me (after a similar situation to yours). Hope this helps. EDIT: Just as a side note, did you move it correctly?
