After talking with the JB team this isn't something we want to actively pursue. The benefits don't outweigh the cons that come with implementing a cool down when Ts and CTs talk. This also restricts people to talking for a certain amount of time which is not something we feel would be a good fit in our JailBreak server. Thanks for the suggestion.

Thanks for the suggestion. After discussing with the JB team we decided that this is too similar to the juggernaut event. We don't want our events feeling like other events. This can also be done by an admin during the juggernaut event.
