  1. Too many new terms and bullshit loopholes people use as CT to circumvent the rules nowadays... Before if a CT was being an asshole shooting up Ts it was *boom* (slay/kick/ban) Now with all this "crossfire" "reaction" "warning shot to the head" BS, the line between justified CT actions and rule breaking has been blurred. So if that was the case of the admin in question, i can understand if he/she was confused or took no action.
