There's no definite answer to how many people can be killed in crossfire and is mostly up to the admins, but in the rules it state "...if a Guard is clearly going out of his way to "crossfire" then he can be punished." In this situation with all the T's at the bottom of the main cell stairs and all of them together, I would have asked him to slay or slayed him. Simply for the fact that he had no clear shot and only panic sprayed into the crowd based on where he thought the shots from. Due to the recently added map extension times for certain maps, allowing death games to be forced earlier might be a direction to move towards for these maps specifically. Possibly allowing a death game earlier in then 2:30 but having certain parameters such as, only being permitted to allow a certain portion of the T's to be killed off. While these maps are very big and do have a decent amount of non-death games that can be played, mixing this rule in could allow more of a much needed change for these longer maps. There are a couple flaws such as the possible confusion between what maps are allowed to be forced earlier in the round but nothing an automated chat message that would only go off on these maps couldn't fix.

When someone states "give me first shot" and I shoot them, they receive first shot. Me and another CT use this a lot, in game if the rules you give in an LR are broad then there are ways to play to my advantage but still be within the T's rules I will use them. As @kuri stated this should not need clarification if you give incomplete rules with gray areas then dont expect them to come out the way you want. Some T's have given rules such as "If you get first shot then shoot your feet" witch leaves no gray area and would allow the T to shoot the first shot with intent to damage their opponent.
