It is generally agreed that the commander-in-chief role gives the President power to repel attacks against the United States and makes the President responsible for leading the armed forces. In addition and as with all acts of the Congress, the President has the right to sign or veto congressional acts, such as a declaration of war. AKA He can only launch a military strike if the United States itself, was under attack. He can't just say, WHAT DID THAT RUSSIAN KID ON YOUTUBE SAY? NUKE!

In one day, a president cannot do much. He can sign or veto any bills that may be on his desk, but on any given day this probably wouldn't give him a lot of power. He can issue executive orders, they don't mean much because they can be repealed the next day, and besides congress makes the laws. The most power a president could have in only one day on the job would be to issue pardons. I might do that, but I would have to first find somebody I wanted to pardon.
