It doesnt contradict itself as much as you guys think.
You are allowed to enforce your rules, if they disobey you can kill them, for example, "Go to big cage" is the rule, if they go to pool, pop their skull, But if you say "be there by 3:50" and they aren't there yet but are still going twoards it, you warning shot them for disobeying in a non harmful way. Like if they are walking, or crouching or something that is slowing them down.
So if you say "Go to big cage, be in it by 3:50" 1 guy runs towards pool, or any direction other than big cage, you shoot him, if someone moves toward big cage in a bit of an arch, or a bit slower, you warning shot them for failing to meet your deadline. Although I should point out if its past 3:50 and they are no where close, killing them is a valid option. as they are probably directly disobeying the order to go to cage.
