i did delete them and i cant restart steam cuase i cant, it wont come up..steamuid.dll localization

no,after as soon as i start up my computer steam usually starts up but this time that error msg came up. i tried system restore and now i get a different msg:failed to load steamuid localization file.

ive done so like 40 times but ill try again

well my steam wont work anymore... it was working fine until today whenever i try to start up steam this is what comes up Steam.exe(main exception):Unable to load library steam.dll any1 know how to fix it?
