I assume you're using U.S. websites and the only reason that speedtest is great is because it's going off of a server fairly close to you. Try changing your Steam location to a close one. Also you usually don't get the best speed off of torrenting. I have a 512Kb DSL line and I barely ever hit 50kb/s on any downloads.

ventrilo seems to be able to handle lag a lot better imo, it'll just keep downloading and send the messages eventually (although in a giant bomb) and on the other hand, mumble seems to cut the mic so you hear absolutely NOTHING when you lag, because it's trying to compensate.
