Yeah, you're right sorry. Admins are not REQUIRED to enforce them, although they should enforce them, since it is really their duty as an admin (pretty sure that's what one of their roles is, which is to make the server fun by doing things like enforcing rules). It is your option, obviously, but I think the best thing to do is to enforce rules on our servers that are put in place.
