To be honest, 8GB DDR3 Ram, Phenom Quad Core, 1TB Caviar Black, already sounding like a nice computer build! DVD RW is fine, for that price it's a pretty nice build! Also, 380W for that build is fine. If anything, I would scrap the AMD Motherboard and get a duel core Pentium, there good and reliable CPU's. First thing you need to know for designing a website are CSS and HTML. CSS - Cascade Styling Sheets, basically it gives a website that nice look! If you want to design a professional looking website you need to know CSS. HTML is, well HTML, it has your forms, hyperlinks etc. You can find all you need at; http://www.w3schools.com/ When looking at CSS tutorials, make sure to read about box models, all website these days use them.
