You should talk amongst the CT's to figure out what the order is. You cannot give out conflicting orders, so you cannot kill any T's who disobey one of the two orders until the CT's decide on what order should be followed. You can listen to the lazy admin rule if certain admins who enforce it are in there as it isn't a definite rule written down, but you should always try to coordinate with the CT's instead of going along with or causing confusion just to get a kill. You could also wind up with multiple admins with different interpretations of the rule, some of which you have already seen here, so it is really up to the decision of the admin or admins inside the server at the time until an official rule is written down.
