actually there isn't a rule or atleast wasn't a rule that i know of that if you kill someone with a soccerball, even if it's by accident, the CT's can not shoot the T's. That's what i heard someone say, idrk who it was, but i think it was an admin, sicne it's a deathgame, the T's choose if they want to participate or not

it is not punishable for CT's to shoot/kill the T's that TK with the ball, therefore CT's aren't aloud to kill T's that do, they probably get warned or w/e but seriously WTF is up with all these thread about TK'ing and sh*t, FFS if there are going to be all these rules, we're not even gonna be aloud to do anything, the CT's be like: "oh he moved in his cell *HS*, cuz moving is against the rules" holy crap just get along let there be some fun in the servers, i agree with the constant TK'ing that it gets lame and annoying, but FFS it's only a game, if you whine about it in RL, you'll get beaten up by everyone, just get along, life's too short already.
