I totally agree with you but the reason people say it is because people are always like derp you didnt say no detours or delays derpherp. Thus complaing and reporting that they get freekilled.

These have to be added I hate when Im a CT and I try to give rules but Ts never shut up. Maybe a plugin or a admin can mute them until rules are given.
