Best rapper ALIVE I'd say is Eminem. Lil Wayne is absolute garbage. He raps with no flow. Hell most of the time he's not rappin at but just rhymin to a beat, his lyrics are terribly generic and his songs all have the same topic: money, bitches, haters. All the other rappers seem to be hoppin on that bandwagon too.
Rap in general has gone to hell since the 90s tbh. You know Hip-Hop is dieing when you see Antoine Dodson performin the home intruder song at the BET awards and people there enjoyin it like a real song.
