Ok, all the responses up there are stuff that will triger uploads on steam and force it to re-download those files, BUT IT CANT CAUSE YOUR COMPUTER IS BLOCKING IT!!! So since you wont listen to me, get the files manualy from another computer or someone else. Get someone to get you their entire steam folder and give it to you (try to leave steamapps out of there cause its big)

Like i said, Steam cant access the files it needs through the internet, you are either not connected to the internet, or something is blocking your ports. https://support.steampowered.com/kb_article.php?ref=2198-AGHC-7226

Well this might seem stupid but make sure you are online when you are insalling steam and trying to launch it. If you are connected, make sure your firewall or anything else is not blocking steam from downloading the files. This usualy happens when steam cant download its files.
