You're clearly just a troll, but this is how it works.
They main league (CHL) looks at the teams bidding for the tournament. This past season was the final in a rebuild for Shawinigan, Cape Breton just started a rebuild, and Saint John is finishing their second dominate season. (In Junior hockey it's incredibly rare for a team to be strong for three straight years).
Based on those projections, Shawinigan will have a dominate team next year.
There are times where the host team isn't a strong team, like last year the Brandon Wheat Kings had a free ticket in (as host), despite being eliminated in the second round of their league's playoffs.
It's like that for almost every tournament though. In the 2006 Olympics, Italy had a hockey team just because they were the host country. They got pounded too.
The only one that I know of that isn't like that would be the Super Bowl.
