Interrogate your brother and find out how he fucked up the computer, if hes computer illiterate, ask him exactly what he did with it. (In all honesty you should have started with this) If that fails, delete the games from your system (actually delete not just un-install) then remove steam, and re-install everything. Yes it will be a pain......but apart from messing around with a lot of things that you don't understand, its the safest route. And in all honesty steam will take like 15 minutes, CSS will take under an hour, since you can't play the games without lag anyways, its not a big loss.
