Are the 460's good? As in, should it run most new games pretty well? With my 9600gt I have to put everything on medium - low. Only thing I can put to medium usually is like textures or models, then shaders and shadows and water and everything has to be low on games like Crysis or BFBC2.

I didn't list a price range specifically because, I wanted to look at any cards that are at a great price for their performance. But, I did forget to mention I tend to stick towards Nvidia.

Any suggestions? I don't need brand spanking new, top-of-the-line, but pretty good cards at a decent price. I have a 9600GT as it is, but I have to underclock it because the 9600's have some kind of issue when the clocks get pushed or something, and it black screens on me.

There's 0 ms screens but those are the fat monitors rather than slim. LG is a good company as well, has HDMI port if you ever need it, has a really nice contrast ratio (Which depicts how bright colors are and what different shades you can get, basically), and it's £10 cheaper than your target price. Buy as many of them as you want.
