It says casual modes too. I wouldn't expect them to force competitiveness on the game seeing as a large portion of the CSS community is game modes and not really competitiveness.
I don't think money is a big issue haha. Besides the servers aren't being individually paid for they are run on a box so running empty servers isn't a big deal it's just a matter of space really.
I suggested something like that earlier with all the ZE gamemodes like VIP, Breakfloor, Napalm, etc. Just rotate the maps like a minigames sort of server. I think GunGame should replace the forever empty Crackhouse.

Those both would not be freekills. Warning shots are not needed if they are directly disobeying orders such as running out of VIP or saying go to pool and be in water and they run to the left side. Those are types of direct disobeys. If a T kills a CT earlier you may kill them even if they drop the weapons. Now normally if the CT was baiting you may be nice and let me live but make sure they drop their weapons!
Warning shots are pretty straight forward. You warn them for doing little things such as when you say freeze and they move their mouse. You kill prisoners for doing bigger things such as entering restricted areas or just blatantly rebelling/not listening.
Tell their teammates to shut up. To be honest when I am a CT it can be annoying when someone is mic spamming. Take the other day as an example. I was on CT and one was trying to give orders and the T's were just spamming their mics (not sure why the admin in the server didn't mute them after all of us CTs kindly asked them too) and the CT couldn't give orders. Eventually since no orders were given it was just freeday after freeday after freeday. While I feel bad for those T's trying to be nice it can be hard because of what the situation is.
Then it sounds like you want to play more of Reg CSS I suppose and that is a public server.
I don't think playing in the scrim server is a waste of time because I am awful but I have slightly improved I have noticed. I used to hardly be able to get a kill then I learned how I personally am able to snatch a few kills. You don't need to be amazing at scrimming to join I joined in one even when I have never even been in a scrim before and I was garbage but I still had fun.
What to do with mic spammers is tell your team in chat the orders then say the orders over the mic if they T's aren't following that is their fault for just spamming and being annoying. Especially if you have repeated the orders several times and still aren't listening.
It's not full all the time and scrims aren't going on all the time but the main reasoning behind it being locked is so SG members can use it privately instead of having some unknown randoms playing the in server. I am not saying the files take up space but what I am saying is that they are useless for our scrim server. From what I have seen the scrim server is mainly just for fun. All the matches I have participated in (if you want to call what I do participation) are far from serious and people calling out hackers.
I see why you want to do this and it's because you want to have a place where you can go scrim any time. Which this is generally the place it just takes the extra effort to get people to join. Can it be annoying wanting to scrim when nobody else does? Yes. But at the same time the server is protected by a password to keep out unwanted players in the server. Try inviting friends on steam or something like that it may help. If you also go around into some of the servers asking people if they want to scrim many of them will be more than willing to come in and participate.
I do understand it's 2011 haha. People cheat all the time but why would someone want to cheat in a pick-up game with no meaning? I don't think I have ever even questioned a player in the scrim server yet and even if there was usually there are a few good admins that can spot them. It isn't that hard to notice. Scrim servers are typically private and this one is public with a password. This prevents random outsiders from just joining and screwing around. Join the server and invite your friends as simple as that. I don't see why they need to add different configs, make it public, and add an anti-cheat.
It is public to SG members. Just go in the server and invite your friends. All you need is one admin to start the scrim. The password is public, basically anybody can play just join and invite friends and one admin. Simple as that. What is on the server is fine at the moment. I don't see why you need to add more configs and an anti-cheat. These scrims don't mean anything at the moment especially when they are PUG so why even add an anti-cheat? If someone wants to cheat at all more less a PUG then that is pretty pathetic.
Actually it is. You are allowed even though it is kind of a jerkish move. Most CTs won't because they want to participate in the LRs and they understand that it is pretty mean to kill the T but if the T wins and kills a CT then that is grounds to kill the T. But again on the PB server LRs aren't mandatory.

Teamwork is something very valuable as a T, especially if you are going against good CTs. I know sometimes when I am on T I type in teamchat to have everyone just start crouching to medic at once. This kinda throws off the CTs because it makes them think hey maybe someone to go there since they are all crouching there. It's things like that which can help improve the terroists. It helps to be sneaky when being a T. Asking to go to medic with 100 health because you have the bomb or something can also help. Just little things can make you a better T.
Yes, that is what we players want eventually. I am not saying they don't work hard or do their jobs I am just suggesting that they do promote more to take some of the work load off of the AO's to get more people to look at the player complaints. My point being is that I have reported some people but a few days later that same player is still in the server causing the same problems. I don't want to make it sound like this is a huge deal or anything and I do realize that the AO's put in a tremendous amount of time into working on the servers with no pay, but I just feel like a couple more should be promoted to help take some of the workload off. There are about 8 AO's currently I think and I don't think it would hurt to get to 10. That is just my opinion personally though.
Or at least get more people to look at player complaints. I realize this isn't the best job and I am not even sure I would want to download all the demos and go through the process, but going through the player complaints section I found some complaints that have been unanswered for over 2 weeks. I realize that the higher-ups do a lot but as seen with the Supporter/Regular kick power suggestion it can be annoying for the non-admins to have to wait two weeks to see annoying players in the servers banned. I see all the time admins and higher-ups saying just record a demo and record them but then those complaints can go unanswered for a while when some of these players just continue to play in the servers. So I pretty much agree with this suggestion of just getting more AO's or just giving others the ability to look at player complaints. It could at least help take some of the work load off of the other AO's. I realize there aren't many that can be trusted with the position but even if there are 2-3 people that would be trusted I don't think it would hurt to promote them if they want the job.
I actually like the way it is right now. I don't want to be on the CT team and have my teammates getting scouts. It isn't a bad idea but I just prefer the guns provided. However, I wouldn't mind being able to spawn with a deagle as a CT because the map electric_spfix or whatever sometimes all the CTs spawn in the medic and have no guns. The only other way to get in would be really to break the vent or go into the first cell which can be annoying especially if a T beats you there.
Using the shoutbox will usually get a lot of attention. Like today I used it and said that there was a freekiller in PB and if any admin wanted to lay down the ban hammer feel free to join and in a matter of minutes 3 admins joined. Kinda felt bad because after the first one acted the other two kinda wasted their time but if you want to get admins on I would suggest using the Shoutbox.
